As spike 78 said, the pump you are using determines how much water goes down the overflow. Small pump smaller amount of water, large pump, larger amount of water. The only concern is having a pump...

Get a Ranfordi Goby. He will sift your sand and with the snails and bristle worms you should be fine. Make sure you do not overload your tank.

You can shut off your pump and watch the sump...

You can shut off your pump and watch the sump fill, once the water level in the tank is below the slots in the overflow the sump will stop filling since there is no place for more water to drain from.

I do not think the people speaking about draining the water from the sump have a fuge in it. It is just the sump.

No, it should not tumble. I read somewhere that about 90 gal/hr is good. If the chaeto starts to tumble it can start to come apart and then you have to worry about it wrapping around the return pump...
