Good thing about Darts is if it's to much GPH you can...

I would think you would have to use way to much media. Maybe carbon in 3/4 of the cup and then the last part fill up with phosban.

I would go with a dart and you can put a ball valve on the output and adjust to your needs. Ot a snapper if you want less flow then a dart.

you can usally sand it smooth and with a dremil you will want to get compeletly smooth and make sure all area that can spread have been sanded down.
Then you have to hope and pretty it holds.

I would just blast it off with a turkey baster in a container and make sure you get it all off, if your parm are good on your tank you "should" be fine.
