2x110 VHO tubes or ballast bad?

I recently rescued my tank from my X's home.

My 2x110W URI VHO lights are not working...

when I turn on the power one of the two lights starts to light for about 1 second then goes out... the other light does not light at all.

I got the electronic ballast from Justin at what used to be DIY... but I dont know the exact manufacturer at the moment.

aside from taking my tubes elsewhere... is there a way I can tell if its the tubes or ballast that is bad?

Thankfully the MH's are still working well.

get a multimeter and measure the resistance across the set of pins on each end of the bulb. if one of them reads much higher than 5 ohms, then the bulb is likely bad. if they check good, go to Lowe's and get a couple cheap NO bulbs to put on the ballast. if they fire up, then the ballast is fine. i've seen bulbs pass the ohm check, but still be bad.
