Lights on the sump

I have a question: Does a florecsent light on the sump at night have the same pH stabilizing effect as lights on a refugium at night?

No, the macro algea in a refugium is what actually drives that process. But of course you have to have light over that so I guess in a sence it does. But what you have in your sump right now would have no effect on your pH at all.
