Seahorse & Softie T5 Choices

I have never used the T5s, and am setting up a 56 gallon tank for seahorses with a 30 " fixture on a 24" depth. I wish to have some low light shrooms, corals and low to med light gorgs in the tank. I am looking at the Catalina lighting as there aren't that many choices in the 30" range. My question is, should I just go cheap, and purchase the two bulb for 48 watts, or would I need the 4- 24 watt bulb ( two 10K, two Blue Actinic model) for 96 watts? I know seahorses don't require much light, but 48 watts seems so low to me for everything else, but I have NO experience with T5s.
