well Nigers are much less aggressive and picassos are not psycho aggressive so you might have a chance, what size tank would you have them in?

I have a huma and a niger in my tank and they do quite well together. Of all the fish in there they are always out patroling the tank and never fight. The huma is aggresive towards others in the tank, but does not mess with the niger. The niger doesn't mess with any other fish in the tank and has one of the best temperments of all the fish.
