jbj surface skimmer

How does this attach to the top inlet? From what I have read it is just suppossed to sit there. I don't see how it could as the water can also go into the bottom inlet. Any help in explaining how this works would be great. This is for a 12 gallon old style JBJ nano cube with 1 PC light. Thanks!

It only goes on the top inlet. The suction from the pump holds it in place, so if the pump gets turned off it falls off. I put a SMALL spot of super glue on mine once I figured out what height I wanted it at.
