What are they and why can't we get them live?

They are a minnow like fish. I am not too sure if they are salt water or fresh water fish though.

They're saltwater fish.

People don't sell them live because it probably wouldn't be cost effective to set up a saltwater tank for feeders that you can only sell for $1. You can always just use mollies or frozen.

They're just baitfish. You can get them live at bait and tackle shops.
