Occ. Clown has red spots on ragged fins...

I read through all the FAQs and everything, but I'm still not quite sure what my clown has, or what the cure is.

My beautiful misbar occelaris has developed a couple of symptoms. First of all, he's slightly miscolored. The top half of his body is a very very dark orange (almost brown/black) and it fades inconsistently down his body into a regular orange. He also has one or two white spots, as well as ragged fins. Just now, I got home from work, and he now has red spots on his tailfin.

He's eating normally, breathing fairly normal, and is pretty active. He doesn't come up for air or anything either (24" tall tank)

Any ideas?
