Took your Advice on RC and got the DELTEC MCE 300 Skimmer..But could use some help !!

I'm not underingstanding how the collection cup works, I see there is a flat top over for a cover that has some small holes in it with a small white screw as well... this pieces sits inside another soild plaste cup ?

was wondering what to do with the holes do the stay above the plaste or below

I cant seem to figuare out just how the stuff gets in to the cup ?

as of right now the only thing going in to it is water ???
