My water is clear and the tests are all good but i seem to have a layer of oil or scuzz floating on the water. My setup is a 55 gallon with 60 lbs LS 75 lbs LR a seaclone and an Emperior 400 and a couple of powerheads(rio 600). What can i do to get rid of this trouble. I do water changes every 2 weeks about 20%.

First do a search on rio pumps!!!!!!
Then add some type of surface skimmer or an airline in the tank will also clear up the surface film

You probably don't have sufficient surface movement. Maybe add another powerhead, and point it to the surface. I had the same problem with my 55 reef, and adding a powerhead, pointed to the surface helped.

the rios were a bargian at the time and i am planning on an upgrade. What would you recomend for a surface skimmer? I will point a PH up towards the top and try that.

Thanks

surface agitation will take care of a lot of it.
