I have never had a bulkhead clog, but I have had a snail shell get wedged in to a ball valve. No matter how many times I checked the plumbing, I never thought about inside the actual valve.
If you are getting any kind of clogging, then you need to put screen or some kind of prefilter on the intake to prevent stuff from getting in to the plumbing. My overflow has a capped piece of PVC with a million small holes drilled in it as the intake. Every now and then I have to take a brush a clear up the gunk that builds up on the holes. Collonista snails and other small worms and things can still get through to the pump.

I have eggcrate as a cover on my overflows, and every now and then a snail or hermit will manage to squeeze through and clog stuff enough to slow the flow a little bit and make it make noise.
Usually I can unclog it with a the looped end of a wire hanger.

may not be the bulkhead itself, make sure no major green hair algae growth in your line causing a restriction.
Never had a hose or bulkhead do that, but when I had a HOB overflow the U-shaped tube had some algae growth in it and slowed down flow. Bottle brush clean it right up. |
