Tang Questions

So I heard many a thing from the Tang Police, but I see a lot of tangs in smaller tanks with great success. So my question is, if you have a small tang in a smaller tank, how long can you keep it before getting into a larger home? For instance a 1-1/2 inch sail fin, or purple tang in a 40G. Since the 40G is only 12 inches shorter then a 75G that most people keep large 4 1/2+inch tangs in I am curious as to what prevents you from keeping small tangs in a small tank. Please lets discuss.
