They called it a white stripped wrasse,I don't think so,,,,,,,,

Sorry the photo isnt the best, But he won't stay put,,,,,,,,,,,
it has a very deep red spot on each fin,,,,please, any help woould be appreciated,,,,,,,
and I have searched for 3 days every data base I could access,,,,,,,can't find it any where.
