Why does clown keep stirring up sand?

I have 2 maroon clowns and one of them keeps sticking its tail in the sand and shaking it. Then it causes the sand to fly everywhere. Why would this be happening?

my clowns stir up sand and sleep in the crater.

In many cases, digging like this is a pre-mating behavior. Clowns lay their egss on hard substrate near their host. They use their tails to clear the sand down to the hard substrate.

If they spawn do they lay on live rock?

Sometimes yes, sometime no. They lay their eggs on a solid surface - but it might be a tank floor or wall as easily as live rock.
