Hello,
IMO if you are doing something small I would go to the local shops and look at their work. If you are doing something larger I would definitely spend some time getting to know the work and reputation of whomever you have work on you, maybe try to find someone who enjoys ocean themed work. There is nothing better than getting a tattoo from someone who is as excited as you are about the tattoo.

Crawling squid is a good shop. Shag used to tattoo there (RC -shagmonster). He did some work on Scott at AT. Not tatting at the moment. He is writting a book and promoting it.

Chris Bruger at No regrets is really good, if he is still there.

and last is Loyd at the Jolly Roger. He used to work in Utah at Big Delux with Rich D.

As far a using an autoclav new needles only cost around $0.25 to $1.00. Make them use new ones.

I had one of mine done at Clan Tatu (now Primal Tattoo) on Univeristy in Tempe by Mel, and it turned out really wonderfully. It was a custom design done for my by my husband.

I went to Club Tatoo on University for my 2nd one with my sister, (matching butterflies, that make a bigger one when held together) and both of ours really faded badly, and the colors are splotchy. The chick that did it was all po'd at her boyfriend, (the piercing guy there) and I dont think was really into it at the time, so be careful who you work with there. I'm pregnant now, so I havent gone back and asked to have it fixed, but will.
