There is a Stars n Stripes puffer in a 2000g tank near me that is around 20" and as fat as a football.

Normally they get to about 14-15". I would say a 125-180 would be fine for them as they will eat anything at that size

There are 2 in a tank in Corpus's Texas state Aquarium that are bigger than a football. I'd personally go bigger like 250+. Puffers can be fairly active.

Ive seen them live in 125s comfortably, as long as there are not alot of other fish along w. it. Problems w/ puffers isnt only their size, its their bioload.

I would say 180 as long as it isn't full of rock.

can they be a very aggressive? I bought a tank a 7 foot 240g and the guy I bought it from has one in the tank thats 7" to 8" long. I just am wondering if I need to find it a new home or not. will he be fine with a clown trigger and a humu humu trigger and a blueface angle?

yeah, for the most part you have an ideal setup. Occationally I hear of aggression problems with clowns and puffers, but if it done right, and you don't get a demon possessed clown or humu you should be alright with a puffer. I'd ideally want the clown and the humu to be significantly smaller than the puffer tho. They aren't particularly nimble. And if the triggers deside to go after it, he won't be able to fend off an equally sized fish.
