I just got done talking to a charter tech. They only guarantee speeds of 70% their advertised. They could give you like 3500kbs and still deliver on their end.
BTW 5 meg will be their slowest speed Jan. 16. They will have 5, 10, and 16 meg tiers.
I just got stuck with some bundle with all movie channels, 1 HD box, 1 digital box and the 5 meg tier for $118.78
I'm not sure this is the best $ they can give but am not willing to bundle in a phone as their service and repair can be shoddy at times.

My Charter experience got better when I added phone. By federal law and the threat of too many lawyers in the country, they must take better care of you. If your cable line into your house is a dud and you loose your phone signal- then need to dail 911 and can't because of them, they are held liable. I have had technicians to the house withing an half-hour of calling before due to the above. Both times it was an easy fix on their part.
Having charter phone has made my internet and tv experience much better.

I haven't read the later posts, so I may be late in response. Charter supposedly no longer carries 3Mbit. 5 and 10 are it, with 16Mbit coming very soon according the the customer service rep I talked to a month ago about seeing what cost saving values I could get. More than likely you got bumped up to 5Mbit when 3 was deleted.
