I can't comment on Bob Fenner's advise for not QTing kole tang's but I have a few suggestions for your qt tank.

First, I would properly acclimate the fish to any salinity that you have your QT set up. In my qt use, I always use the same as the main display 35 ppt (~1.026). Since the store that you are purchasing from has their tanks at 1.021, I would slowly drip acclimate for temperature and salinity match. This could take awhile, so be patient.

There isn't any need to lower the salinity immediately, unless the fish starts to show signs of ich. If that does occur, only then, would I start to slowly lower the salinity (there are a bunch of articles out there for treating ich using hyposalinity). Otherwise, just keep the fish at a similar salinity, temp, pH as you monitor the fish's health over the next few weeks.

This is a good time to introduce food to the fish too.
