Maybe the chiller you were using was too small for your tank and was always running. Most people I know are lucky enough not to have to use a chiller.

I would go metal halide over LED. Better shimmer effect, better tank coverage and the price is a lot less.

I would suggest either the XM 20K or the Hamilton Tech 14K. Both are good looking bulbs IMO.

It will work but you will likely want to change the bulbs. The hydroponic MH bulbs are about 4K. It will look really yellow in color.
