The rule is created to keep from having dead spots where things can rot. As far as I'm concerned there is no such thing as to much live rock. There are no rules only guides in this hobby.

Phosphates, Nitrates, silicates are the main thing that algea feed on. I say give the Phosban another week. The stuff usually comes and goes with all tanks

I see you either flooding or draining the sump dry. Your going to want one over flow into the other. The current way you have it your relying on 2 pumps being balanced

I would go with one with individual reflectors. Will give you about twice the light over the single reflector.
