Starting a Macro Algae Tank

I just purchased a new 38 gal tank for the sole purpose of growing Gracilaria for my tangs. Right now it just has about 15 Lbs of live rock and a couple of small powerheads. I need help with the lighting on this 36" tank and suggestions if I need to add any type of filtration to the tank. I was thinking maybe a small emporer 280? I know gracilaria need to be tumbled with water flow but not damaged, but the lighting and filtration are my hang ups right now.
Any help help would be greatly appreciated.
