If the shielding material is a component of the glass itself, it should be as safe as any mogul bulb I would think.

Is there any test data out there to suggest whether they are right or wrong?

Is this UV coating not a coating at all and just a component of the glass envelope itself?

IMO, nothing is better for SPS than a shallower tank.
So much easier to get a good current, get by with less...
