Raising Alkalinity

Prior to my water change my ph was at 7.8. I have now got this up to where it needs to be.

However my alkalinity is 1.4.

How do I get this up to where it needs to be?

I.D. Help

I noticed white round specks on the side of the aquarium glass (they almost looked like the sputnik satellite).

They are round and have a lot of legs. They are about the size of ballpoint pen.

It will see the other clown go to eat and follow then it shows not interest and goes back to the corner. At best it will swallow then spit it out.

He\She has been that way for 3 days.
