Yea.. pH only for water changes b/c you are adding salt to it... and it's naturally buffered too. What do you think about this Marine Buffer? Supposed to set at 8.3 no matter how much you put it...

If you think it's narrowed down to the ballast I'd ask the manufacturer. They know their product well. Talk to the bulb maker too.
