You will probably get rid of velvet by leaving the tank fishless for a couple of months. Drying also kills it, but that would be more for a quarantine tank.

Bacterial infections are not usually a problem...
Bacterial infections are not usually a problem unless the water quality is poor, the bacteria count in the water is high, the fish are stressed, or they have wounds (parasites can cause them).

Do you have the fish in quarantine? Resistance to FW dips can vary, but I would try that first. Use the same temperature and pH. A couple of weeks in hyposalinity may work as well. If neither works...

Do not use medications in a reef tank. ANtibiotics should only be used in a quarantine tank. What are you trying to treat? What are the symptoms?

I would treat the fish with Maracyn-Two, nitrofurazone or furanase.It sounds like a systemic bacterial infection to me. Wouldn't hurt to use hypo to if you keep the pH up.
