I would do the halide because the areas out from under the lamp will be lower intensity so you can keep the LPS happier.

In your fixture, Yes. The Blue T5's are easily within about 20% of the highest output T5s. 20K halides are maybe 50% of the highest output halides.

Not really. The combination of the blues and the ATI Pro Color will give you a purple look but wont add any actinic spectrum. The UVL 75/25 has a slightly purple tint to it and adds actinic spectum....
