bulk head question
 
alright, I'm about to put in the bulk heads.

there is one rubber gasket/washer that i have for my bulkheads.

I'm wondering if that gasket goes inside the tank on the wet side, or on the outside of the tank on the dry side?

alos would it be a bad idea to use some aquarium silicone for extra seal?

This link here said the gasket should always be on the flange side.

Correct. It does not matter if you put the flange inside or outside the tank as long as you put the gasket next to the flange.
Always install the gasket dry with no sealants or lubricants which can cause it to squeeze out and leak. Never over tighten a bulkhead, hand tight plus a quarter to half turn is sufficient. Do not support the weigt of piping or pumps on a horizontal bulkhead. This causes unequal stress on the gasket and it can leak.
