Making a dimmer?

Does anyone know how to make a dimmer for a Icecap 660 Ballast? I don't want to spend hundreds of dollars on a solar dimmer. I know that you should be able to plug a dimmer into the 4 pin I/O port on the ballast.

I only want to run the ballast at 50% power.

Contact Lutron tech suppot they may be able to help you. There dimmer switches are inexpensive by comparison.
