Well I was lured into a bigger tank this weekend. I was at Petco and they had a 40g tank for free if you buy the stand, so naturally I bought, and in transfering everything from the 29g to the 40g, I noticed that 2 of the 3 peppermints were carring what looks like eggs under their bodies.

How long do they carry them before they hatch? If they are carring them like this does it mean they've been fertalized, or do they carry them hoping to find a lucky man shirmp?

More than likely they've been fertilized. I'm not aware if they can produce unfertilized eggs or not. But there is no 'lucky' man. They are all of both sexes, and they cannot self fertilize, there must be 2.

ok, cool. Hopefully they'll hatch soon.

They go from green to white. Mine have always released them after the lights go out.

Same here, I did get a chance to see the hatching once, you never no what your going to see when you turn the lights on in the middle of the night, here this peppermint shrimp was between 2 rocks and it was pumping its swiming fins and babys were shooting out from behind. it was uite amazing.
