What's the safest way to detach a BTA from a rock?

blow it with a power head, then as it starts to move, you might be able to get a butter knife under the foot to slowly peel it off the rock. The key is SLOWLY, you don't want to rip the foot.

Cap his lights out. Find anything to cover the whole anemone, that would make him move w/o any stress to the anemone.:)
