Does anyone know if there is a valve that would close upon power failure?

The only one I know of is a Check valve.

And they aren't always fool proof, so still be careful and don't over fill your sump. Drill small holes in the return just below the water surface ... to high and you can add bubbles.

I have some schedule 80 PVC ball check valves. I have two 3/4 inchers, and two 1 inchers. I was going to ebay them, but if you're interested, then shoot me a PM....
