can a pair of these be kept in a 40 g breeder safely?

IMO yes they can, but you must make sure they are a pair, and if not they will likely fight one another, until the dominant one makes its presence known.

yeah shouldnt be a problem, r they going to be the only fish in there?

as long as they are the only fish in there. you will probably be able to get away with some goby's or blennies,but I doubt they will tolerate anything else.
