Polishing tank water

I was wondering if anyone has any ideas on how to "polish" my tank water. The water is clean and test good. The problem I have is that there as a lot of small particles floating about. I have checked it out and it is not air bubbles. I think part of the problem is my skimmer which I will upgrade when I get the chash.

I have an old powerfilter that I use. Every now and then (maybe 3 days out of 3 months), I'll hang it on the tank and run it with a little activated carbon. Other people fill a small sack with carbon (1/4 to 1/2 cup) and drop it in the sump.
