"when" i get my bigger tank, i would like to turn my 10 gallon into a zoo/ric collection. since i have 4 x 24 watt HO good german bulbs in it, i think that they might get fried under it if they were close to the top. do you think i could set this up with great growth and color if i had 3 blueplus (similar to actinic) and one GE 6500k bulb?

Your wont fry them, just keep the same set up. If anything you can acclimate them to the light.

Since you always ask a fallow up question that is the same question you first stated - Don't buy new bulbs, keep the ones you have. They will not fry.
