Would this be good for a DIY light?

Not sure about that and we will see if anybody else will have an idea. I'm not femiliar with those number but if I know or see more info I might be able to help. The bulb I think is 10,000K so if it is then you should be fine with it and ballast to run it if it does is ok.

I'm still not sure but those bulb don't look like they are aquarium bulbs. The ballast looks like it will be all over and is nicer to have a whole thing inside a box. If you wait you will find a deal around for a used good ballast and bulb.

Ok, will do that. I have to wait anyway until I have the money to upgrade from present lights. I was just doing some windowshopping if you know what i mean.

don't do it if you don't have money :D kidding .. I know what you mean and if I came across anything you can use I will let you know too. Some of RC sponsors have good deals on lights once a while and you might get a whole setup for few $ more.
