I was wondering what is the size of a tank that no longer needs a protien skimmer.

Nothing is set in stone. It depends on your bio-load, feedings, What kind of tank you have, etc... Some people run them on small tank such as 10 gallons and some don't run them on ones up to and over 55 gallons. Depends on what works for you. Truthfully if you keep up decent sized water changes regularly you don't really need one, subject to certain variables.

29 gallons and under, period.

I think it's more of a judgement call... it's around the point where the $$$ and time of changing a significant percentage of the water on a regular basis becomes less of a hassle and expense than running and purchasing a skimmer. Theoretically, any tank could run just as well with or without a skimmer, regardless of the size, if you've got enough time and money to change enough of the water, often enough to keep the water quality up.
