Lighting/Filtration for all shroom/rics

I will be setting up a shroom/ric only 55 after the first of the year and need opinions on lighting and filtration.

I am considering this fixture which is a 4 bulb 54w t5

and using only live rock for filtration and powerheads for lower flow movement.

Anyone think going with a sump and very small skimmer is a better alternative?
