Are these any good if you add better lights and a protein skimmer?

IMO they are good for FO or FOWLR tanks. i don't think they make a good reef setup from the way they are designed, and also the bio balls would have to go.

I've got a System II reef tank. I converted the bioball area into a small refugium.
If I had to do it over again, I would get a 75 gallon non-System II.
Your choice of a quality skimmer is very limited. It's difficult getting to the System II's sump area. With my setup, I have to replenish the water twice a day or else I get tons of microbubbles from the sump return. I'm not crazy about the spray bar return near the bottom of the back wall. It means you can't have a deep sandbed along that wall.
That said, some System II tanks are amazing. Check this one out
