someone offered me a good deal on dry live rock and am not sure if it is a good deal. Will the rock ever retain what it once had?

well if you're "live" rock is dried, then it is dead. However, if you put it in a tank with live rock, it will eventually be "live" again. This takes time so don't go adding a whole lot of livestock just cause the rock is in your tank.

And don't pay live rock prices for it since it is in fact dead rock.

Wouldn't all that dead matter cause a massive ammonia spike and make the water bad?

Yes it could so it would be a good idea to scrub/power wash it off first

you need to clean it real good before you put it in your tank
