ROME, Italy (Reuters) -- The city of Rome has banned goldfish bowls, which animal rights activists say are cruel, and has made regular dog-walks mandatory in the Italian capital, the town's council said on Tuesday.

The classic spherical fish bowls are banned under a new by-law which also stops fish or other animals being given away as fairground prizes. It comes after a national law was passed to allow jail sentences for people who abandon cats or dogs.

"It's good to do whatever we can for our animals who in exchange for a little love fill our existence with their attention," said Monica Cirinna, the councilor behind the by-law.

"The civilization of a city can also be measured by this," she told Rome daily Il Messaggero.

The newspaper reported that round bowls caused fish to go blind. No one at Rome council was available to confirm this was why they were banned. Many fish experts say round bowls provide insufficient oxygen for fish.

In July 2004, parliament passed a law setting big fines and jail terms for people who abandon pets and since then local governments have added their own animal welfare rules many of which will be difficult to police.

The northern city of Turin passed a law in April to fine pet owners up to 500 euros ($597.7) if they do not walk their dogs at least three times a day.

The new Rome by-law requires owners to regularly exercise their dogs, and bans them from docking their pets' tails for aesthetic reasons.

It also provides legal recognition for cat lovers who provide food for the colonies of strays which live everywhere from the city's ancient Roman ruins to modern office car parks.

Animal rights groups estimate that around 150,000 pet dogs and 200,000 cats are abandoned in Italy every year.

What a stupid law, I can understand the implications for fairgrounds but in the home? How can they enforce this law?
"Yes officer, those are my Pot plants, my automatic weapons, and my WMD's but I promise ive never seen that goldfish bowl in my life."

I am glad to hear that a country has stepped up and made animal rights better. This is something we all take for granted in the US, that we can bring virtually any animal in a take it out of its natural state. Im not saying that this is entirely bad, but this new law for a foreign country might help weed out the trailer park trash with four chained up dogs that haven't had any vetrinary care ever, or ever eaten a healthy meal on a regular schedule from buying pets to simply watch them decay till death. I know that my schedule couldn't allow 3 walks a day, maybe 3 a week.

This is un friggin real. Let's establish a huge colony of feral cats - that eat the native song birds, native animals, carry disease that kills native animals, displace NATIVE wildlife - but God forbid the goldfish are going blind.

Those are good news.

Those fish bowls are horribe. Sometimes the fish can rarely turn around.
Many people treat the fish like toys. When it gets broing they just flush it down the toilet.

Being that I have had freshwater fish and, gasp, golfish too, (wife brought it home from Walmart when our Oscar died), I did alot of research on them. Until then I had no idea that a goldfish should never be kept in less than a 20 gallon and only then for awhile and by itself! Recommended size for a single goldfish is a 55 gallon tank! They get huge and even in a 44 gallon, I had to take it to my LFS who found it a home in a 120 that very same day. That ugly little Walmart fish actually became very cool looking and VERY big in just a couple years.

Very similar to our tang police in the reef world. And yes, my new Oscar is in a 75 with only 2 other fish I learned on that one too. In case there is any Oscar police here!

I applaud Rome for instating the rule about not giving away fish or other animals as fair prizes. I work in a fish store, and too often people come in with their goldfish prize in a bag and refuse to buy anything other than a gallon bowl with no filtration or even airatoin (sp?).

However, I'm not so sure I agree with the feral cat law and the dog walking one...

Either way, very interesting article. Nice to see our hobby getting some help, even if it is internationally!! Thanks for posting it.

just goes to show how the ignorant once again, try to control the lives of others

especially when it's DUE to the actual ignorance-'goldfish going blind'??!!!

puhleeze-this has got to be one of the better crocks of s*** that i've ever heard spewed forth about fish by non-fish people

idjits should get sued by italian hobbyists for spreading misinformation about animal care!

I have mixed feeling for the law, one hand a good thing, people need to take care of what ever type animal or fish they bring home. But on the other side is how will they enforce a law like that. Thay just made the value jump for your average goldfish bowl.LOL

Its about time someone included fish in the animal rights movement.Good for them.Those bowls are nothing but death traps anyways.
