Are white spots always ich?

Added two tank raised O. Clowns to my 1 1/2 month old reef and one of them is covered in white spots. Can white spots be stress or are they always considered ich? Other clown and damsels are doing fine. All water parameters are good, just did a water change as a matter of fact. Ammonia 0, Nitrite 0, Nitrate 0, ph 8.3, salinity 1.024, calcium 400.

Give that one fish a 3-5 minute Fresh Water Dip to see...
