External pumps, How to you mount/position them??

Do external pumps need to be below the sump water surface. This is what I’m proposing with my quite one 4000. Also, how do quite one’s perform outside the water?

I know the picture is kinda cruddy. Is it better to keep an external pump above or below the sump water surface?

Most people mount external pumps via bulkheads below the water level.
