do i need to clean the sump tank, I did not have time to read up on this before I got it was a hand me down fish and all. also how and how often do I clean the skimmer. Thanks:D

cleaning should be done regularly, obviously how clean you want to keep it is up to you, as for the skimmer some tanks just throw away their DOC when the cup gets full or you can do it sooner no difference

another dumb question, where do i put the heater, over the back of tank or in sump tank.

sump tank is fine for the heater no need to mount it, people just throw them in there, i suggest adding more than one as a fail safe, plus less load on just 1 heater you know

You should clean the collection cup of the skimmer regularly. I clean mine every time I empty it, or at least once per week. I also empty out the water and remove the debris, etc, every month or so. You could siphon the debris out of the sump from time to time, too.
