What is the best and most reliable heater that I can buy? I like the idea of having a fully submersable tube and a out of tank controlls. What are some opinions of the titanium heaters?

The most reliable IMO is a titanium heater (a simple Won Pro heat for instance) on a good single or dual stage temp controller. Set the heater about a degree higher than you want the tank and then set the controller at the actual temp you want and you are done. :)

I use a ReefKeeper controller (www.digitalaquatics.com) and a 250w Won Pro Heat II, 2 150w Ebo Jagers, and a 150w Visotherm on my setup.

Entropy is correct here. I run something very similiar and have never had any problems

Is there a temp only controller that would be a little cheaper?
