I'm going to guess a version of a wet/dry but without the wet, and the whole sump idea. I would call it an "Inline Sumpless Wet."

looks to me like someone took a 20 inch inline house filter turned it up side down added a couple ports to the bottom they must have been useing it for some kind of mechanical filtration ?

It looks like it could be an old Filtronics O2/O3 Hyperbaric Reactor.
HX-101/24", 29" tall overall circa 1988 ?
But I could be wrong?
