Check your water. Stars are extremely sensitive to water chemistry.

Not a good sign. I'd get it out of the tank rapidly if it starts to decay.

How long have you had the star?
How much LR do you have?
What are your specific water parameters ESPECIALLY specific gravity, pH, alkalinity, nitrates?

These stars are very prone to acclimation shock (within a month of introduction) and starvation (within about 6-12 months after introduction). Unfortunately, what you describe is characteristic of either. These stars do not have a really good survival rate in young, small tanks...though they are small. :(

28lbs of LR premeters are all good. What do they eat?

I am afraid you will most likely fall far short of required amount of LR. The specific diet is unknown, but definitely is correlated with surface areas..which implies algal/bacterial films (NOT macro or nuissance algae), or the microscopic critters that feed on those films, or things like encrusting sponges. Without a lot of LR, most are doomed to die of starvation. Some will take to spot feeding now and then - you can try doing this with ANY and all types of food...but most will not, and will die prematurely.

It is CRITICAL to know specific water parameters as what is "perfect" for fish only, for example, can be FATAL to these animals (eg specific gravity below 1.024 is "perfect" for FO but fatal to these stars).

my salinity is 1.025-1.026. he's under the skimmer now, I think he likes the waterfall.
