I would say that is a little too expensive, but im no expert.

Ditto... bit expensive. It's nice that it's pretty much wired up, but if you can do it yourself or have someone you know do it for you, go to www.InnovativeLights.com
They do a great deal there.

259.00 for a 2x400 Plug-and-play retro w/bulbs, thats not a bad price at all.

Single 400 retros w/bulbs go for around 200 easy around here
