in my 29g tank that I just tore down, i had lots of pods. now in my 125g tank i dont have any that I have seen yet. is their any sure fire way to raise pods and build a strong population?

Time is the only way to build up a population without actually adding them to the tank IMO. You need to make sure there are plenty of places (piles of rubble, shells, macro algae, etc.) where predators (basically everything else in the tank :D ) cannot get them. A seperate refuge often works best.

You really don't need a fuge in your sump to create a pod breeding ground. Even if you can pile some rubble rock somewhere in your sump, the pods will breed. As long as there are no predators they multiply pretty readily (at least IME).
