auto shutoff valve for my new RODI not working???

I just got a new RODI unit from ebay, with a storage tank. Supposedly when the tank is full it should shut off the waste water. however, the tank has been full for a long long time and waste water keeps pouring out. how can there be waste water when there is no product water going anywhere? isnt the shutoff valve supposed to stop that?

I think it has to build presure up in the tank first then it shuts off.

ok ill give it a while and see if it works. its only been hooked up for like 3 hours
